WJ Mangold Memorial Hospital is a 25-bed critical access hospital with 2 rural health clinics located in West Texas, one hour from Lubbock and 1.5 hours from Amarillo. This position is a Chief Financial Officer developmental position with an expected track of up to 18 months to achieve CFO status and we would like an overall commitment of at least 7 years in the role. The ideal candidate possesses leadership potential, has a solid operational and technical accounting background and works proactively to drive results. This position addresses tight deadlines. The development track is loosely based on the following and will depend on the candidate’s previous experience, motivation, ambition and the ability to learn and retain new skills.

Director of Finance (0 – 8 months)
• Will manage the accounting and accounts payable function and data analyst function.
• Defines, analyzes and coordinates the input of financial information into the general ledger system.
• Assists managers with their monthly reports.
• Development and implementation of accounting policies, procedures and controls.
• Assist CFO in the month-end close, budget and annual audit.
Explores grant opportunities and manages reporting for each grant.
• Collaborates with CFO to ensure proper classification and booking of all general ledger transactions.
• Complete monthly financial reports for the Foundation.
• Reconcile bank accounts, ensuring consistent cash reporting.
• Work with CEO on determining the Accounts Payable to pay each week.
• Analyze the effect of statutory accounting practices and study regulations and guidance to ensure correct application of Generally Accepted Accounting Principles.
• Make recommendations for changes as needed and ensure that company policies and procedures are followed and establishes the proper techniques to discover and prevent fraud.
• Implement established financial policies and procedures, resolving technical accounting issues as needed.
• Serves as Compliance Officer for the organization.
• Attends monthly Board meetings to observe and contribute information as necessary.

Controller (8 – 18 months)
• The duties of the Director of Finance plus:
• Work closely with Revenue cycle to provide analysis of third-party collections and revenue and recommend actions to maximize revenue.
• Perform internal finance processes to ensure grant expenses and revenue are captured properly each month. Performs reporting on grant progress and completion as necessary.
• Maintain fixed asset system including journal entries and month end reports.
• Leads the development of the annual budget and any revised projections to it.
• Manage process and collaborate with external auditors to ensure successful audit results and compliance. (FY 2025)
• Prepares papers and collaborates with external auditors on preparing the annual cost report.
• Provide vital support by generating payroll and ad-hoc reports for HR, CFO and CEO.
• Designs, develops and recommends options for projection methodologies and models to show the effects of proposals on the organization.
• Interpret financial statements as well as develop reports and present them in a comprehensive and intelligent manner.
• Oversees the annual budget development process in collaboration with management, the CFO and CEO and conducts monthly budget variance meetings with budget owners.
• Presents the monthly financial statements to the Board.

Chief Financial Officer (18 + months)
• The duties of the Controller plus:
• Responsible for overseeing the following departments: Accounting, Purchasing/Materials Management, I.T., Revenue Cycle (Business Office and Medical Records).
• Owns the monthly financial close process, production of internal financial statements and notes, balance sheet reconciliation and the preparation and filing of regulatory reports.
• Owns and coordinates all activities related to external audits.
• Participates in development of the strategic plan and provides strategic vision and analytical perspective to successful strategies.

Education: Bachelors Degree in Accounting or Finance required.
Work Experience: At least 2 years of accounting or finance experience including working with healthcare clients if part of an accounting or audit firm.

Knowledge, Skills, & Abilities:
• Advanced skills in Microsoft Excel and Microsoft Office.
• Ability to become proficient in the Evident electronic medical record system
• Ability to be self-directed and effectively manage your own time to deliver assignments.
• Ability to accept multiple tasks, work on them in a prioritized manner and complete them in a timely fashion.
• Team player with a high attention to detail and accuracy.
